Description: New Riegel farmer, Harold Ulman, is seen with his tractor. People in New Riegel School District voted down vocational school levies six times between 1974-1978. In February, 1981, the Ohio Board of Education assigned New Riegel to the Vanguard Vocational School District and assessed a 1.7 mill property tax, which amounted to approximately 33 cents/acre additional tax. Mr. Ulman objected to this process.
